It is about Indonesian Economy Policy Package. There is certain rules about how many percentage
should Foreign company should use about the labor, factories, material, sources, etc.
Number of Illegal worker usually founded 3x times more than legal workers.
Based on the information from House of Representative, usually illegal workers from China, they are
in Indonesia for 3 months and back again to China. The problem is that they enter Indonesia with
Tourist Visa then when caught they will have a reason : they are still demanding for the business
permit. But even before the business permit granted, they have went back to China. This makes them
hard to be controlled.

These all one case, it is in Central Sulawesi, Marowali. just different link contain some infos. But you
can write it based on information from commission 9 house of representative in footnotes. Don’t
write from Media. It is all in English but you can translate it using Google Translate. The illegal
workers number in this case is 14.952 from China. They are mostly bluecollar workers. (not educated
workers, so they mostly work on rough works like in factory and building something), Mostly not
whitecollar workers.

While rules No.35 of 2015, they aborted the previous rules of foreign workers has to speak Bahasa
(rules no 3.2015 ministry of manpower :

has to use local labor, foreign direct investment like if they want to build an established company,
they have to use local manpower, local material, and local sources, and local factories. ( This rule is
in the Rules of Ministry of Trade, but I forgot which regulation, so u maybe can help me to research
this, it’s in “economy policy package” google that)

So the Government revise the Ministry of Manpower RI Regulations No. 3/215 to Ministry of
Manpower RI Regulations No. 16/2015 to the latest Regulations of Ministry of Manpower RI No.
35/2015 the one I gave you link above. Regulations amended because Government want to attract
foreign investment, but the negative impact that China percentage of jobless people is 5%, so they
want to press the number by sending them to many countries. In Indonesia, we also have rates of
jobless people (Pls find the percentage). So that we shouldn’t let them invest by the negative
impacting the local labor.

Our GDP is consist of 65% household consumption (so our people can’t be jobless, it will impacting
the country economics), investment 10%, net export 10%, 8% Government spending. Please

Investment always allowed from other countries but has to be local manpower still consistent.
Indonesia is more an importer country, we are not really an exporting country.
