Policymaking without a Paddle

When working as a policymaker, you will oftentimes have to handle situations for which there is no rule book. You are left to make decisions with nothing more than your own creativity, solid judgment, and maybe just a little background information from other places (Note that “maybe”.). You will often find yourself doing this in seemingly shark-infested waters and without a paddle. In this assignment, you will be placed in the shoes of a city manager (in a fictional city) having to implement and refine public policy involving marijuana legalization at the local level.
