This assignment will measure your ability to analyze a social welfare proposal currently being considered at the federal level. Rely on information in text, information gained in class, and other resources found outside of class.
The paper should follow the outline below. It should be approximately 6-10 pages, following the rules for written work found in the syllabus. It should contain no less than 5 outside sources, 2 of which must be scholarly (peer-reviewed). 
1. Statement of Policy Proposition/Provisions: approx. ½ page (5 pts)
Begin with a clear, uncluttered and brief statement of the law, rule, proposition or guideline that is being proposed: make it as uncomplicated as possible, stating the proposal in as few sentences as possible, free of jargon so that most people can understand it.
2. Identification of the Proposer(s): approx. ½ page (5 pts)
Clearly identify the person(s) and/or group(s) sponsoring the proposal, including their formal titles and (as appropriate) their organizational affiliations.
3. Identification of General Concepts: approx. 1 ½ – 2 pages (25 pts)
Clarify and enumerate the concepts that relate to the proposal. Include, as appropriate, a summary of the shape and nature of the problem that has led to this proposal; describe the proposal being offered in conceptual terms; bring out background factual information while focusing on central issues.
4. Intended and Possible Unintended Effects: approx. 1 ½ – 2 pages (25 pts)
Describe the intended and possible unintended effects of the proposal on the target, client, and service system indicating the potential impact on each. Attempt to shed light on any potential “ripple effects” of the proposal on existing administrative rules, guidelines, companion policies, etc.
5. Fiscal Implications: approx. 1 – 1 ½ (15 pts)
Address both the revenue and expenditure aspects of the proposal, and the fiscal implications for not taking actions.
6. Recommendations: approx. 1 page (20 pts)
Take a position on the policy. 
7. Reference page: (5 pts)
